Boundary Line Adjustment

The purpose of a boundary line adjustment is to adjust boundary lines between platted or un-platted lots, which does not create any additional lot, tract, parcel site or create a lot, tract, parcel which contains insufficient area for a building site. RCW 58.17.040(6).  The great thing about  BLA's is they are exempt from Washington State subdivision  requirements.  

We use BLA's for our clients to adjust boundary lines for a variety of reasons.  For example; two adjacent property owners can agree on a new boundary between their properties to accommodate a new or proposed driveway, old easement, orchard, encroachment, agreement to sell a portion of land, etc.  A creative and experienced land use consultant will use a boundary line adjustment to create more marketable building sites resulting in an increase in equity.

Chelan County WA Boundary Line Adjustment - Criteria - similar to all WA Counties BLA criteria

(1) BLA shall not result in the creation of any additional lots, sites, tracts or parcels.

(2) BLA shall not create any lot, tract, parcel, site or division which contains insufficient area and dimension to meet min. requirements for width and area for a building site or create a building setback violation.

(3) BLA shall not result in the entire relocation of lots, sites, tracts or parcels.  

(4) Only legal lots of record shall qualify for a boundary line adjustment

(5) No lot, as a result of the boundary line adjustment, shall be smaller than the min. lot size required by Zoning.  There are many caveats to this criteria that can be used to create smaller lot size then current zoning. 

Along with all land use planning instruments a BLA can be a valuable tool for property owners.
